What we do

Background and objectives

The SMARTER Finance for EU project is a major initiative co-funded by the EU LIFE Programme. This initiative launched new EU Taxonomy-aligned Green Homes and Green Mortgage (GHGM) programs across Europe that utilise the power of innovative green finance to improve energy security and citizens well-being. Financing excellence in the residential building sector is paid for by the risk reduction associated with exemplary homes while decreasing the total monthly cost of ownership to the home buyer.

From this project, the Smarter Finance for EU - European Centre of Excellence (S4EU-ECoE) has been successfully launched and provides continuity to the initiative's objectives and extensive support to the Essential Stakeholders defined within this report.

Core project objectives

Launching and Supporting Taxonomy-Aligned Green Homes & Green Mortgage Programmes

The project creates operational GHGM programs that meet and exceed the EU Taxonomy on Sustainable Activities, ensuring building performance is accurately assessed to provide the benefits of discounted "green" finance to homes that contribute to energy security and short and long-term well-being of citizens.

Scaling Residential Green Investment via Monetised Savings

SMARTER4EU delivers a solution that converts energy and maintenance savings into a financial mechanism, allowing families to purchase superior homes at no additional or reduced monthly cost. Research shows that energy-efficient homes can lead to a 32% reduction in mortgage default risk¹, justifying lower interest rates from banks.

Creating Citizen-Driven Demand

The project shifts consumer focus toward the "Total Cost of Monthly Ownership," demonstrating that lower utility and repair bills, combined with discounted financing, make high-performance homes more affordable than standard ones.

Addressing Energy Poverty

SMARTER4EU develops "blended" green finance solutions that combine public spending with private bank financing to help low income citizens renovate or purchase healthy, energy-efficient housing.

Supply Chain Integration / Green Homes Innovation Clusters

Through the extensive activities of the Implementing Partners and S4EU-ECoE activities such as the GreenHomes.Solutions database, the project connects developers and design teams with providers of the materials, technologies and services necessary to meet rigorous energy and other green certification criteria.

Collaboratively Define and Create the Smarter for EU - European Centre of Excellence

The primary mission of S4EU-ECoE is to foster self-sustaining national ecosystems or clusters for green residential finance through several key objectives listed here. The S4EU-ECoE delivers “hands on” guidance, tools and research across this ecosystem of essential partners.
